Brownsville Establishes Drainage Utility; Fee Proposal Tabled

BROWNSVILLE, Texas – The Brownsville City Commission approved a municipal drainage utility system on final reading but tabled a separate proposal that would set the utility’s fees, exemptions and credits.

Ordinance No. 2026-1824 establishes a framework for drainage services, billing, exemptions, drainage charges and an appeal process. City officials said the system is intended to support long-term drainage maintenance, flood reduction, erosion control, water-quality improvements and capital projects.

The separate fee ordinance remains pending. The fee structure presented to the commission would replace the former $6.25 monthly Resaca Fee. The city said the proposal included a $3 monthly charge for the smallest 10 percent of residential properties and a $6.25 monthly charge for the remaining 90 percent, while nonresidential properties would be assessed by impervious area.

City officials said a town hall may be scheduled to provide more public information before the fee returns for consideration.
