Brownsville Municipal Court to Launch Omnibase, Expand Services

The Brownsville Municipal Court will implement the OmniBase Program beginning March 2, 2026, while also expanding public access to court services through new satellite locations at Brownsville Public Library branches.

 OmniBase is a state-authorized compliance program administered by the Texas Department of Public Safety and used by municipal courts across Texas. The program helps address unresolved court matters—such as unpaid fines or missed court appearances—by temporarily preventing the renewal of a Texas driver’s license until the issue is resolved with the court.

 Court officials emphasize that OmniBase does not create a new fine or penalty. Instead, it serves as a compliance tool to encourage individuals to resolve outstanding cases.

 “Folks who have anything pending with municipal court will not be able to renew their driver’s license, as this information will be relayed to DPS, and so therefore there will be a block,” said Mirla Veronica Deaton, Assistant Director and Municipal Court Clerk for the City of Brownsville. “In order to remove that block, they will need to contact the municipal court and handle whatever matters are pending.”

 In conjunction with the OmniBase rollout, the Municipal Court will also expand in-person services by opening two new satellite locations during the first week of March. The new locations will operate at the Brownsville Public Library Main Branch, located at 2600 Central Blvd., and the Southmost Branch at 4320 Southmost Blvd. Both sites will be open from 10:00 a.m. to 7:00 p.m.

 The satellite locations will allow residents to make payments, schedule appointments, and access general court information in a more convenient and accessible environment.

 “It’s an expansion of access to our public,” Deaton said. “Brownsville is growing, and we want to be able to provide that service in different areas, so these are perfect spaces for the public to actually handle their matters.”

 As part of the transition, the current Southmost satellite location at the Cameron County Tax Office will relocate to the Southmost Library Branch.

Through its partnership with the Brownsville Public Library system, the Municipal Court aims to reduce travel barriers, improve convenience, and bring essential court services closer to residents. Court staff are actively preparing for a smooth launch and remain focused on delivering a positive customer experience at both new locations.
