The Brownsville Animal Regulation and Care Center (BARCC) receives a $30,000 grant to reduce the City of Brownsville’s stray animal population through expanded spay and neuter services. The Brownsville Community Improvement Corporation (BCIC) awarded the grant as part of a new pilot program.
This initiative marks a historic first for the City, introducing a focused effort to combat pet overpopulation by providing subsidized veterinary care to pets in need. The program will officially launch on Sunday, May 18, 2025, and will assist pet owners who cannot afford the high costs of spay or neuter procedures, which typically range from $500 to $700 per pet.
The BCIC pilot program will fully cover spay or neuter surgical services for up to 100 pets, with a limit of one pet per household. To qualify, residents must show proof of residency, such as a utility bill.

The procedures will be performed by licensed veterinarians from People Assisting Animal Control (PAAC), a well-regarded animal welfare organization based in Corpus Christi.
