BROWNSVILLE, Texas – The Brownsville City Commission approved several actions Oct. 20 involving infrastructure, housing, traffic safety and community programs.
Commissioners authorized publication of a notice of intent to issue up to $27 million in certificates of obligation for the City’s capital improvement program. The proposed funding could support street and drainage work, public safety facilities, parks and recreation amenities, technology upgrades, animal shelter improvements and landfill infrastructure.
The financing process is expected to continue in the coming months, with additional consideration scheduled for December and a potential bond sale in early 2027.
The Commission also approved issuance of up to $25 million in multifamily housing revenue bonds for rehabilitation of Tropical Gardens, a 158-unit affordable housing community on Ash Street. The financing arrangement involves the Housing Authority of the City of Brownsville and development partners. City officials said the action does not require a financial commitment from the City.
Commissioners approved a contract of about $1.32 million with Levy Company LLC for traffic-signal upgrades at multiple intersections. The project includes upgraded controllers, vehicle-detection systems and GPS equipment along Boca Chica Boulevard, Ruben M. Torres Boulevard and Price Road.
The Commission also approved zoning requests on first reading related to proposed development along Military Highway and a used-car dealership proposal along Southmost Road, subject to applicable conditions.
During the meeting, commissioners recognized Norma Gracia, a breast cancer survivor, nurse and community advocate who founded the Stronger Together Cancer Support Group. YouthBuild Brownsville also was recognized for providing academic instruction, skilled-trades training, certifications and career development opportunities for young people.
City officials reported that the Brownsville Animal Regulation and Care Center recorded 41 adoptions in September, including 22 cats and 19 dogs. The center also transferred 13 dogs to a Chicago rescue organization and distributed more than 4,000 pounds of pet food and supplies at a community event.
Commissioners also approved action related to property acquisition for Phase 2 of the Coffee Road drainage-improvement project.
