BROWNSVILLE, Texas – The City of Brownsville has launched a public website to provide residents with information and documents related to Project Quantum and the city’s long-term water-security planning.
The site, BrownsvilleTxWaterSecurity.com, brings together frequently asked questions, the project memorandum of understanding, an escrow agreement and Brownsville Public Utilities Board water-strategy materials.
Project Quantum establishes a framework for up to $220 million in private funding from SpaceX for qualifying water and wastewater infrastructure projects. The city’s announcement says the framework includes an initial $40 million contribution followed by six quarterly payments of $30 million, subject to the agreement’s terms, project eligibility and milestones.
Potential projects include the Water Renewal Project, which would use advanced treatment to recover highly treated water for the drinking-water system, and Southmost Regional Water Authority optimization and expansion work involving brackish groundwater treatment.
City officials said Brownsville uses about 21 million gallons of water daily, with roughly 70% coming from the Rio Grande. BPUB retains control of the public water supply, and the agreement does not allocate additional water capacity to SpaceX or give the company ownership of water capacity.
