Cameron County has issued a worksite permit to Fluidstack for a proposed closed-loop-technology data center in unincorporated Cameron County near Valley International Airport in Harlingen.
The site is east of FM 509 and west of FM 106. The permit allows land preparation and related work before buildings can be constructed, including clearing and grading, utility installation, surface infrastructure, streets, parking areas and retention ponds or other stormwater-management infrastructure.
The county said the permit followed its required review of Fluidstack’s application and related materials. Fluidstack also agreed to voluntarily comply with Cameron County Resolution No. 2026R04056 and state directives related to data-center development, according to the release.
County Judge Eddie Trevino Jr. said the county must issue a permit when an applicant satisfies legal requirements, while continuing to monitor compliance with applicable standards and conditions.
Site improvements are expected to begin after the permit issuance. Cameron County said additional permits will be needed before building construction can start and that the county is not providing a tax abatement for the development.
