BROWNSVILLE, Texas — The City of Brownsville has named Daniel Leal, AICP, Assoc. AIA, as its new Director of Planning and Redevelopment, following a comprehensive national search.
Leal brings over 25 years of experience in urban planning, design, transportation, and real estate development. A seasoned leader in both public and private sectors, he is recognized for his collaborative approach, bilingual communication skills, and dedication to building sustainable and livable communities.
“We are excited to welcome Mr. Leal to Brownsville,” said City Manager Helen Ramirez, ICMA-CM, AICP. “His background in planning, design, and development—as well as his customer-first and mentorship-driven mindset—will help propel key initiatives like our Downtown Renaissance Master Plan and Comprehensive Plan.”
Leal previously served as Assistant Director of Development Services in Fort Worth, where he led a 34-member team on projects such as corridor planning, shared-use trails, unified development code amendments, micromobility strategies, and transit-oriented development.

Leal holds a Master’s Degree in Architecture and Urban Planning and is a certified Urban Designer through Simon Fraser University in Vancouver. He is a member of the American Institute of Certified Planners, an Associate Member of the American Institute of Architects, and actively involved in the American Planning Association and the Congress for the New Urbanism.
