MISSION, Texas — Gov. Greg Abbott said during a Rio Grande Valley stop that he intends to pursue legislation limiting certain patients’ out-of-pocket costs for asthma inhalers and epinephrine auto-injectors to $25 per month.
Abbott announced the proposal at a Mission pharmacy during a stop on his statewide affordability tour. The governor presented the idea as an extension of a 2021 Texas law that capped some insulin copayments at $25 for a 30-day supply under state-regulated health plans.
The proposed legislation has not yet completed the legislative process. Important details — including eligibility, which insurance plans and products would be covered, and how the cap would apply to uninsured patients — will depend on the bill’s final language.
Inhalers are commonly prescribed to manage asthma and other respiratory conditions. Epinephrine auto-injectors are emergency medications used to treat severe allergic reactions. Advocates have repeatedly warned that high out-of-pocket costs can cause patients to delay filling prescriptions or attempt to stretch medication longer than recommended.
The Valley visit was part of Abbott’s broader affordability agenda, which has focused on household costs and access to essential products. Any statewide cap would require approval by the Texas Legislature and the governor’s signature before taking effect.
During the same regional political program, U.S. Rep. Vicente Gonzalez discussed his vote on the National Defense Authorization Act and his reelection campaign. The congressional defense measure sets policy and funding priorities for the military, though separate appropriations legislation is generally required to release federal spending.
