New City Manager Alan Guard Focuses on Brownsville’s Growth

As Brownsville continues to experience unprecedented growth, city leaders are looking ahead to ensure that progress is matched with thoughtful planning, strong leadership, and continued investment in the community. Leading that effort is Alan Guard, Brownsville's new city manager. Guard, who previously served as interim city manager, was appointed by Mayor John Cowen Jr. and the Brownsville City Commission following nearly four decades of municipal government experience.

He also holds the professional designations of ICMA-Credentialed Manager (ICMA-CM) and Certified Government Finance Officer (CGFO), reflecting his expertise in public administration and financial management. "Brownsville is experiencing tremendous momentum," Guard said. "My focus is to make sure we manage that growth responsibly, continue providing excellent public service, and align our work with the priorities of our residents and City Commission." Guard assumes the role as Brownsville continues to attract major industries and private investment.

Companies such as NextDecade Rio Grande LNG, Texas LNG, America First Refining, and the anticipated arrival of Saronic Technologies are expected to bring new jobs, higher wages, and expanded economic opportunities to the region. While attracting investment remains important, Guard says the City's responsibility extends beyond economic development. "Economic development is not just about attracting investment," Guard said.

"It is about making sure Brownsville families benefit from that investment through good jobs, workforce partnerships, housing, transportation, and quality-of-life improvements." Central to Guard's leadership philosophy is the City's "One City" approach, which encourages collaboration across municipal departments while strengthening partnerships with schools, businesses, workforce organizations, nonprofits, and residents. "One City means we break down silos," Guard said.

"It means every department and every partner understands the mission and works together to move Brownsville forward." That collaborative approach will play an important role as the City advances nearly $480 million in planned capital improvement projects through 2031. Investments include public safety facilities, street and drainage improvements, transportation infrastructure, airport expansion, parks, and recreational amenities designed to support Brownsville's growing population. Guard says successful implementation depends on careful planning and accountability.

"We have to connect our plans to the budget, to funding, to project timelines, and to real results for residents," he said. "That is how we move from vision to execution." In addition to infrastructure projects, the City is advancing long-range planning initiatives focused on downtown revitalization, parks, housing, and the Gladys Porter Zoo Master Plan. According to Guard, these efforts are intended to prepare Brownsville for future growth while preserving the unique character that makes the community special. Guard also believes investing in the City's future means investing in its workforce.

Through mentorship, cross-training, and professional development, Brownsville is working to develop the next generation of municipal leaders from within the organization. "My personal investment is to bring my experience, my energy, and my commitment to this organization and to help prepare the leaders who will carry Brownsville forward for generations to come," Guard said.
