BROWNSVILLE, Texas – The Brownsville City Commission approved actions involving capital projects, affordable housing, traffic improvements and drainage work during its Oct. 20 regular meeting.

Commissioners authorized publication of a notice of intent to issue up to million in certificates of obligation for the city’s capital improvement program. The proposed funding would support street and drainage work, public safety facilities, parks, technology upgrades, animal shelter improvements and landfill infrastructure. Further consideration is expected in December, with a possible bond sale in early 2027.

The commission also approved issuance of up to million in multifamily housing revenue bonds for rehabilitation of the 158-unit Tropical Gardens affordable housing community on Ash Street. City officials said the action does not require a financial commitment from the city.

For traffic operations, commissioners approved an approximately .32 million contract with Levy Company LLC for signal upgrades along Boca Chica Boulevard, Ruben M. Torres Boulevard and Price Road. The project includes upgraded controllers, vehicle detection systems and GPS equipment.

Other actions included first-reading zoning requests, recognition of breast cancer advocate Norma Gracia and YouthBuild Brownsville, and approval of a resolution to advance Phase 2 of the Coffee Road drainage project through property acquisition proceedings.
