Brownsville Commission Advances $81.9 Million Public Safety Complex

The Brownsville City Commission took action on several major initiatives during its August 18, meeting, advancing investments in public safety, economic development, infrastructure, quality of life, and City services.

The Commission approved a $74.18 million construction package for the new Brownsville Public Safety Complex. The approval brings the project's guaranteed maximum price to approximately $81.93 million. Substantial completion is targeted for September 2028, with move-in anticipated shortly afterward. City staff said the project is designed to meet Brownsville's long-term public safety needs and includes contingencies to address unforeseen construction costs.

Commissioners also adopted, on a first reading, the City's proposed Fiscal Year 2027 budget. The budget maintains the City's current property tax rate while supporting employee compensation, operations, infrastructure and services for the community. During the presentation, staff noted that Brownsville's property tax rate has decreased approximately 13.86 percent since 2020. Although the rate will remain unchanged for FY 2027, individual tax bills may vary based on property valuations.

Economic development and quality-of-life initiatives were also highlighted. The Commission approved the FY 2027 budgets for the Brownsville Community Improvement Corporation and Greater Brownsville Economic Development Corporation. Investments include community programs, entrepreneurship and innovation, workforce initiatives, business recruitment and continued development of the Greater Brownsville Tech District.

The City also provided an update on its exploration of bringing professional United Soccer League soccer to Brownsville. Efforts include establishing a Sports Commission, developing a regional youth soccer pathway, ensuring local leagues continue to have access to fields and creating opportunities to connect Brownsville's existing soccer community with a future professional team. Applications for the City's new Sports Commission are scheduled to open September 1, 2026.

Public safety remained a key focus throughout the meeting. The Brownsville Police Department SWAT competition team was formally recognized after being named the 2026 Rio Grande Valley SWAT Challenge Champions. The team was honored for its professionalism, teamwork, tactical proficiency and commitment to serving the community.

City staff also presented a new driver-safety initiative designed to reduce preventable accidents involving City vehicles. The program will include classroom and on-the-road training, beginning with higher-risk and higher-frequency departments. The City's goal is to train and certify every City employee who operates a municipal vehicle within approximately one year.

At the Brownsville South Padre Island International Airport, the Commission approved a one-year renewal of professional marketing and advertising services for an amount not to exceed $450,000. Airport staff reported improving passenger load factors and discussed new tools designed to better measure the return on the airport's marketing investments.

Animal Services highlighted the national Clear the Shelters campaign and encouraged residents to adopt or volunteer. Pets at the City's shelter are available for $25 and come spayed or neutered, vaccinated, and microchipped, among other services.
