BROWNSVILLE, Texas — A massive energy project announced this week could bring the first newly constructed oil refinery in the United States in nearly half a century to the Port of Brownsville — a development leaders say could transform the Rio Grande Valley’s economy.
President Donald Trump announced the project Monday, calling it a “massive win” for American energy production and domestic manufacturing.
The refinery would be built by America First Refining, a Houston-based company that plans to construct the facility on more than 240 acres at the Port of Brownsville, one of the nation’s largest deep-water ports along the Gulf Coast.
If completed, the project would represent one of the largest industrial developments ever planned for South Texas.
First New U.S. Refinery in Nearly 50 Years
Developers say the refinery would be the first new oil refinery built in the United States since 1977, addressing a major gap in the country’s refining infrastructure.
Most existing U.S. refineries were built decades ago and were designed to process heavier imported crude oil. The Brownsville facility would instead be designed to refine light shale oil produced in American oil fields, particularly from the Permian Basin.
The refinery is expected to process roughly 60 million barrels of U.S. shale oil annually, producing gasoline, diesel and jet fuel for domestic markets and international export.
America First Refining recently secured a 20-year offtake agreement with a global energy partner, guaranteeing long-term purchases of refined fuel produced at the facility.
That agreement is part of a broader energy supply deal valued at approximately $300 billion over time, though analysts note that figure represents the long-term value of oil purchases and fuel supply contracts rather than the construction cost alone.
Major Opportunity for the Rio Grande Valley
Local leaders say the refinery could bring thousands of jobs and major investment to the region.
Construction of the facility could generate thousands of temporary jobs, while the completed refinery would require hundreds of permanent workers across engineering, operations and maintenance roles.
Port of Brownsville officials welcomed the announcement Tuesday, saying the project has been in development for more than a decade.
“The Port of Brownsville welcomes today’s announcement regarding the America First Refining project, a development that has been more than 12 years in the making,” the port said in a statement.
Officials added that the port has worked for years to position itself as a hub for energy production, manufacturing and international trade.
“This project represents an exciting step forward for our region,” the port said.
Located at the southernmost tip of Texas, the Port of Brownsville provides access to deep-water shipping lanes, rail infrastructure and international markets, making it attractive for energy companies seeking export routes.
Strategic Location for Energy Exports
Industry analysts say Brownsville’s location could make the refinery especially valuable for exporting refined fuels to global markets.
The port sits near major pipeline networks and is relatively close to the Permian Basin, one of the most productive oil regions in the world.
That proximity allows crude oil to be transported efficiently to the refinery, processed and shipped overseas.
Questions and Next Steps
Despite the excitement surrounding the project, energy analysts note that building new refineries in the United States is rare due to the high cost, regulatory hurdles and uncertain long-term demand for fossil fuels.
The Gulf Coast already hosts many of the nation’s largest refineries, leading some experts to question whether additional refining capacity is needed.
Still, supporters argue the project could strengthen U.S. energy independence while boosting economic growth in South Texas.
America First Refining has not yet announced a final construction timeline. The project must still secure financing, permits and regulatory approvals before construction can begin.
If those steps are completed, the refinery could become one of the most significant energy infrastructure projects in the history of the Rio Grande Valley.
