STARBASE, Texas – Starbase city commissioners voted unanimously to annex about 7,133 acres in Cameron County and separately approved the voluntary annexation of about 444 acres that Brownsville recently disannexed at SpaceX’s request.
Commissioners also approved a resolution stating the city’s intent to annex roughly 123 acres of State Highway 4 right-of-way. The roadway connects the launch-site area with Brownsville and would link the city’s existing limits to the newly annexed 444-acre tract.
The annexation ordinance says more than half of affected landowners signed in support of the larger annexation. It cites clearer municipal boundaries, coordination with government partners, public safety, essential services and long-term planning as reasons for the action.
Some landowners and environmental advocates criticized the process during public comment, raising concerns about access to information, potential taxes, future land use and environmental impacts. City Administrator Cayetana Polanco said the annexation does not require property owners to change how they use their land.
Starbase must prepare a municipal service plan for the territory. The city said it intends to consider annexation of the State Highway 4 right-of-way on Nov. 18.
